The Emergency Aid and Disaster Management Department was first established in 2004 within the Health School of Çanakkale Onsekiz Mart University and started its academic education and training activities by admitting its first students in 2005. The department, which graduated its first students in 2009, has been opened in various universities in Turkey since 2011.

 

At our university, it was deemed appropriate to establish the Emergency Aid and Disaster Management Department within our Faculty, in accordance with Article 7/d-2 of Law No. 2547 amended by Law No. 2880, at the Higher Education Executive Board Meeting dated 30.03.2011 of the Higher Education Council Presidency.

 

With the opinion of the Interuniversity Establishment on 08.04.2015, the graduates of the Emergency Aid and Disaster Management Department, which is open as a 4-year undergraduate program in Health Sciences Faculties or Health Schools, were given the title of ''Emergency Aid and Disaster Manager''.

 

The aim of this department is to train expert personnel who, within the scope of four-year undergraduate education and in line with the main principles specified in Articles 4 and 5/a and b of Law No. 2547, can take on roles as "specialists" and "managers" within any health institution and fire department, know and can apply the basic methods implemented in this field, and can provide the necessary training to the existing staff within the unit they are assigned to, and have the ability to direct and manage the unit they will be assigned to.

 

Based on the knowledge, skills, and attitudes gained during undergraduate education, and by taking scientific principles and methods as a basis;

They take preventive public health measures against health problems, dangers, and injuries caused by disasters and emergencies for individuals and society,

They ensure the management of pre-hospital emergency health services, triage, emergency medical intervention, safe and appropriate transport, communication, and record-keeping processes,

They have basic application skills such as incident site management, clinical triage, basic and advanced life support applications, trauma stabilization, intravenous interventions, monitoring, evaluation of the patient's vital signs in the field, and oxygen application,

They evaluate calls coming to Command Control Centers and ensure the direction and coordination of relevant units,

They plan and execute health services in disasters and emergencies,

They direct and manage Command Control and Coordination Centers related to disasters and emergencies,

They plan, monitor, and supervise the activities of units related to health services in emergencies and disasters, They plan, monitor, and supervise the practices carried out by other professionals working in related fields of emergency and disaster management,

They plan, implement, and supervise the training related to the work topic of the personnel working in their unit,

They conduct necessary training for individuals to be informed and protected against natural or human-made risks,

They plan, monitor, and supervise the making of disaster and emergency plans.

They plan, implement, and supervise the four phases of the integrated disaster management system of institutions and organizations: Preparation, Damage Reduction, Response, Improvement, and Rehabilitation.

Emergency Aid and Disaster Manager

An individual who has received the basic knowledge and skills related to the management of disasters and emergencies, organizes preparation and damage reduction activities, can use existing resources correctly under pressure, organizes and manages search, rescue, medical intervention, and medical evacuation processes in the pre-hospital field during the response phase, and directs and manages the emergency aid and disaster management and training-related tasks and actions of the institutions they work for.

 

Candidates who want to become an Emergency Aid and Disaster Manager should be;

  • Having a body structure and psychology suitable for working in disabled and rugged terrains,

  • Following developments in their field worldwide,
  • Individuals with a high sense of responsibility who can take initiative when necessary.

The working environment is anywhere a disaster or emergency may occur. Working hours are 7 days 24 hours 365 days. They take part in preparing the community before disaster or emergency cases occur, intervention (search, rescue, medical intervention, and transport) after events occur, and improvement and rehabilitation stages after the intervention phase ends. The areas they work in, especially the intervention phase after a disaster occurs, are quite risky environments. Therefore, they should have high knowledge of occupational risks, appropriate personal protective equipment, and hygiene materials. These individuals wear special clothing required by working conditions.

Due to the multidisciplinary nature of the department, the probability of finding a job in many public or private institutions is high. The job opportunities for graduates of the department are quite broad.

  • Graduates work academically as Academicians in Emergency Aid and Disaster Management Undergraduate Programs.
  • Our graduates work as lecturers in First Aid and Emergency Care Technician (Paramedic) Departments in associate degree programs.
  • They work as lecturers in other programs related to the department.
  • They work as information officers in Provincial Disaster and Emergency Directorates.
  • Those who use their bachelor's degree and complete their adaptation procedures actively continue their duties at 112 Emergency Health Services Stations.

Location of the Department: Faculty of Health Sciences, İstiklal Campus, Center, BURDUR

Theoretical trainings are conducted in the Faculty of Health Sciences Building, while practical trainings are conducted in Burdur State Hospital, Burdur Municipality Fire Department, Burdur Disaster and Emergency Directorate service building, laboratories in the faculty building, and our university's sports complexes.

Academic Staff

The academic staff of the department consists of 2 Associate Professors, 4 Doctor Lecturers, and 1 Research Assistant who are specialized in this field. The teaching staff in the department have studies that have made an impact in the field. Additionally, all academic personnel are easily accessible by students.

 

Activities

Various student activities are organized by the department every semester, and participation in activities organized by other institutions is also ensured. Some of these are;

 

Tübitak 2237-A Project- Applied Disaster Sciences Academy: The Applied Disaster Sciences Academy, organized by the Emergency Aid and Disaster Management Department of the Faculty of Health Sciences on October 13-15, 2022, and September 28-30, 2023, is a project supported by the Tübitak 2237-A Training Activities Support and prepared in cooperation with the Provincial AFAD Directorate. In this event, it is aimed to present current disaster management strategies and analysis methods to students and academicians receiving postgraduate education in the field of disaster and to show field applications. Additionally, participants are expected to contribute to science and the field by conducting group studies within the scope of the event. Thus, scientific contributions will be made to the training of successful disaster managers.

 

Disaster and Fire Games: The second "Disaster and Fire Games" event, organized in cooperation with the Burdur Municipality Fire Department, will be held on May 20-21, 2024, following the first event held on June 2, 2022. The event aims to develop the disaster response capacity of students from Civil Defense, Firefighting, Emergency Aid, and Disaster Management Departments who will take part in disaster response in the future and to raise awareness in society about creating a disaster-resilient community.

 

Interuniversity Search and Rescue Competition: The "Interuniversity Search and Rescue Competition" was organized by the Training Department of the Ministry of Interior Disaster and Emergency Management Presidency (AFAD) between May 26-30, 2022, across Turkey. Our faculty participated in the 'Interuniversity Search and Rescue Competition' with a team formed by students of the Emergency Aid and Disaster Management Department, coordinated by the Burdur Provincial AFAD Directorate, among 32 teams from 25 provinces and 32 universities, and became 1st in the AADYM & FIELD ENTRY & SEARCH and RESCUE stage. This competition generally included topics such as the formation and organization of search and rescue teams, logistics, deployment, security, building structure systems (damage classification and marking), evaluation of debris (risks-entry techniques-support systems), rescue vehicle and materials used in rescue, ropes and knots used in rescue, types of stretchers-taking casualties on stretchers-tying-evacuation of casualties with stretchers, emergency casualty transport methods, rescue from upper floors and wells.

 

International Health Sciences and Life Congress: Under the chairmanship of Assoc. Prof. Dr. Mümin Polat, Head of the Emergency Aid and Disaster Management Department of the Faculty of Health Sciences, the 7th International Health Sciences and Life Congress (IHSLC) was held on March 7-8-9, 2024, which has been organized annually at an international level since 2018. It was also supported by the Tübitak 2223-B Domestic Scientific Event Organization Support. The International Health Sciences and Life Congress acts with a guiding and encouraging consciousness by bringing together many prominent scientists in their fields with young academicians and academic candidates.
